| This legislation allows employers to pay their employees by a credit to a payroll card account (i.e., an account accessed through a prepaid debit card). In order to pay employees in this manner, the county must provide the employee a written explanation of the fees, if any, entailed (30 days prior to the account being available, or at time of hiring); a form allowing the employee to opt out; and the ability to opt out. |

| Currently, in order to allow the sale of distilled spirits in a county, the Board of Commissioners must authorize/initiate, then a petition must be signed by at least 35% of registered voters, and then a referendum must be passed by voters. This legislation allows the county or the voters to initiate a referendum authorizing, or prohibiting, the manufacture or sale of distilled spirits without having to go through the 35% petition process. |

| This resolution creates the Senate Alternatives to Transportation Funding Study Committee and makes several key points: (1) transportation is critical to state economic competitiveness; (2) new sources and methods of funding transportation projects are needed; (3) numerous tax credits have been enacted based upon the asserted need to attract or retain business and these need to be identified to determine the dollar amount they are removing from the general fund and how much of that dollar amount could be appropriated to transportation; and (4) authorities such as the Georgia Ports Authority show how this is a good operational model for running a transportation hub and this model should be examined as a way of improving the Atlanta airport by converting its management to an authority. |
